Jamie Rosseland, Human Trafficking Subject Matter Expert is a consultant in the field of anti-trafficking work with expertise in the program development and implementation for victims and survivors of sexual exploitation, trauma-competent, and survivor-centered digital marketing and outreach strategies, and most recently, working on policy guides and research projects. She has been active in local government and statewide-level policy advocacy.

What is Human Trafficking?

Human trafficking involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act. Every year, millions of men, women, and children are trafficked worldwide – including right here in the United States. It can happen in any community and victims can be any age, race, gender, or nationality. Traffickers might use violence, manipulation, or false promises of well-paying jobs or romantic relationships to lure victims into trafficking situations.

Recognizing Key Indicators

  • Does the person appear disconnected from family, friends, community organizations, or houses of worship?
  • Has a child stopped attending school?
  • Has the person had a sudden or dramatic change in behavior?
  • Is the youth engaged in sex acts for money or a place to stay?
  • Is the person disoriented or confused, or showing signs of mental or physical abuse?
  • Does the person have bruises in various stages of healing?
  • Is the person fearful, timid, or submissive?
  • Does the person show signs of having been denied food, water, sleep, or medical care?
  • Is the person often in the company of someone to whom he or she defers? Or someone who seems to be in control of the situation, e.g., where they go or who they talk to?
  • Does the person appear to be coached on what to say?
  • Is the person living in unsuitable conditions?
  • Does the person lack personal possessions and appear not to have a stable living situation?
  • Does the person have freedom of movement? Can the person freely leave where they live? Are there unreasonable security measures?




In 2023, 7,593 children in Nevada were screened for potential CSEC involvement. This is lower than the 10,955 screened in 2022.

The average age in this population was 13.5 years old. More girls were screened (4043) than boys (3550). (NV CSEC Final Report)


Southern Nevada

The Healing Center at St. Jude’s Ranch

St. Jude’s Ranch for Children in Boulder City opened a new addition: a first-in-the-nation, purpose-built residential campus for children who experienced sex trafficking.

The Healing Center at St. Jude’s Ranch opened in October 2024.

R.I.S.E. Program

The Resources and Integration for Survivor Empowerment (R.I.S.E) program provides intensive and comprehensive services to anyone who is currently or has previously been a victim of human trafficking and exploitation.

Those eligible for services include:

  • Adult and minors of all genders
  • Sex/labor trafficking victims
  • Citizens from the US, and other countries, documented or undocumented

The Human Exploitation and Recovery Operations (HERO) Unit was established in 2024 by the Washoe County Sheriff’s Office to lead the fight against human trafficking and all forms of exploitation. Our mission is clear: to protect the most vulnerable members of society by dismantling trafficking networks, preventing exploitation, and offering recovery to victims with compassion and dignity.
